What it changes
Commission Tickets refill to your cap at 05:00, and they do not stack — whatever you did not spend yesterday is gone. The cap itself grows with character level, stepping up at Lv.20, Lv.30 and Lv.45.
Operation Commission adds +20 to that daily cap, and that is the entire event. No new content, no new screen: a bigger number in a place you already visit.
Is it worth changing your week for?
No. One extra commission a day pays a little more, and a little is what it is. People run their commissions because they cost almost no time, not because the reward is good, and twenty more tickets does not change that.
The one case where the extra cap earns something is when a pass or event mission asks you to spend commission tickets. Having a higher ceiling closes those sooner. If nothing you are working on asks for that, this event passes without you needing to do anything differently.
