What changes
From September 13 to 28, the card drop rate from field monsters goes to three times the original. Field monster here means normal monster: MINI and MVP cards are left out.
The card drop progress bar, in the bottom right corner of the Bestiary page, fills three times as fast as well — so the bonus speeds up both the roll and the guaranteed drop.
The announcement describes nothing to accept and nothing to spend: only the rate.
